With reference to your letter of the 2nd ultimo, relative to the suggested transfer of Naval Establishments at Hongkong from their present position to Kowloon, I am directed by His Excellency the Governor to transmit for your consideration the enclosed copy of a report which Commodore Powell has made on that subject to the Commander-in-Chief, covering a report of Mr. Ordish, Superintending Civil Engineer.
His Excellency will be glad to have the benefit of your observations on both these reports.
